“Journey to Excellence” Replaces Centennial Quality Program

Written by Michael Hale, Mission Impact

The standards are based on the Kaplan and Norton balanced scorecard, which was selected by Harvard Business Review as one of the “most important management practices of the past 75 years.” Many leaders in for-profit and notforprofit industries have adopted the balanced scorecard approach with awardwinning results.

Scouting’s “Journey to Excellence” is the new performance measurement and recognition program for councils, districts, and units that replaces the Centennial Quality program. Its goal is to align unit, district, and council performance to maximize results in key performance areas that are directly related to producing a successful, growing, and sustainable Scouting program (such as membership retention, financial strength, camping, and advancement).

The purpose of the awards program is to encourage and reward success in units, districts, and councils; measure performance versus process; and achieve Scouting’s mission of serving more youth with a higherquality program. For units, this program brings a framework for planning the year, an evaluation method, the identification of early warning signs, guidance in areas of concern, recognition, and benchmarking.

The program starts in January for councils and districts. For units, the program begins with October recharters.

Recognition levels are bronze (satisfactory), silver (excellent), and gold (outstanding). Levels for councils are tracked in overall performance and in each of 17 different criteria using matrixes that are already captured in ScoutNET.

District Committee Training Workshop

The District Committee Training Workshop is designed to meet the basic training need of all new and returning members of the district committee – the intent is to develop the 2011 Action Plan for the California Inland Empire Council.

Workshop objectives

As a result of completing the District Committee Training Workshop, participants will be able to:

  • Define the four functions of district operation and list all the positions and structures of the district that carry out each of the four functions.  List four tasks accomplished under each of the four functions.
  • Identify the major tasks of their specific committee or district assignment and define the ways each task might be accomplished.
  • Review a list of 12 responsibilities and correctly label each and assign to either the district chairman, district commissioner or the district executive.
  • Tell why their particular assignment is essential to district operation.
  • Name three other positions or committees of the district that they might need to talk with to carry out their assignment in their district.

Six Major Tasks For Volunteer Success

Council volunteers and professional staff members strengthen district committees and commissioners staffs with six major tasks – six things they must do to make a volunteer system work.

1.        Define Responsibilities
2.        Select and Recruit
3.        Orient and Train

4.        Coach Volunteers
5.        Recognize Achievement
6.        Evaluate Performance

Reflecting on Our Journey Together

In the winter of 2008, we “Set Our Compass” at planning workshops across the country. National and local councils came together to build a plan. What we have achieved together since that time is nothing short of remarkable.

We sought to awe, inspire, and have a whole lot of fun—and boy, did we! But we also accomplished much more. While celebrating 100 years of Scouting adventures, we positioned the BSA to continue the journey into a second century of service. We celebrated, with a purpose. Over these two years, every council engaged in the celebration succeeded in recruiting new members and volunteers, building relationships with supporters, and enhancing awareness of Scouting’s tremendous value.

Nationwide, here is a sample of what we achieved:

  • More than 150,000 Scouting alumni reconnected.
  • Thousands of trees were planted across America, helping to grow the BSA Centennial Forest.
  • 286,011 visitors to the Adventure Base 1OO campus.
  • More than 360,000 award ribbons earned through the Year of Celebration program (open through December 31).
  • Nearly 99,000 hits to the Ustream broadcast of A Shining Light Across America, many representing groups of viewers
  • The Scouting story told to millions across America.
  • And so much more!
This is my last message to you as the 100th Anniversary Project Director, and I’d like to take a moment to personally thank each and every one of you. You’ve made this experience one of immense professional growth and personal inspiration. Your creativity has stretched my imagination and showed me that passion and dedication prevail throughout this great organization. It’s been my privilege to be on this magnificent and historic journey in partnership with you! No doubt, the future of Scouting is in good hands. See you along the Scouting trail in 2011! Together, launching our second century of service!

National Director, Bob Mersereau

LAUD Inland Cops Who Serve Needy Kids
Just as with parents, the world of educators revolves around children. It's not just children's learning that concerns teachers. It's children's welfare, their health, their security. A youngster who's hungry or who's facing homelessness will bring those problems to school. And an atmosphere of holiday spirit can only do so much to relieve the gloom.

We educators praise all the volunteer and charitable groups that help our children and families. But this holiday season, I want to say a special thank you to one of public education's most valued partners in Riverside County: Cops for Kids. Read More.....

Flagpole, Plaque Installed at Airport as Eagle Project
The weather was wet, but spirits were high when James O. Young II, a member of Boy Scouts of America Troop 107, dedicated his Eagle project on Dec. 18. The project consisted of a flagpole and plaque dedicated to all first responders, being installed at Corona Municipal Airport.

In addition, there was a major cleanup of the flood control channel that runs adjacent to the airport. About 35 people, among them 18 scouts and six members of the Corona Pilots Association, helped out during the daylong project. Read More.....
